Thousands of people with significant healthcare and nursing care needs are currently paying for all their care, or subsidising it, because responsibility for the care has wrongly been passed to the local authority, which in turn puts the person needing care through means testing.

People in full-time care, who clearly require at least some nursing care– and even those who require 24-hour nursing care because they have significant health needs – are routinely being told their needs are merely social care needs. The person will instead be means tested and told to pay for their care. However, in the UK, healthcare and nursing care is free at the point of use. Someone who needs full time nursing care clearly does not need to be provided only with social care services from a local authority.
