کۆبونەوەی رێکخراوی ئاران و کارمەندانی تەندروستی و لیژنەیەکەی باڵای وەزارەتی تەندروستی
رۆژی ٢٠ی ئەیلولی ٢٠٢٦ رێکخراوی ئاران بۆ پەرەپێدانی کلتوری مەدەنی، بە پشتیوانی سندوقی نیشتمانی بۆ دیموکراسی، کۆبونەوەیەکی رێکخست لەگەڵ لیژنەیەکی باڵای وەزارەتی تەندروستی و ژمارەیەک لە کارمەندانی تەندروستی کەرتی تایبەت لە دیوانی وەزارەتی تەندروستی لەشاری هەولێر، ئەمەش دوای ئەوەی لەسەر داوای رێکخراوی ئاران، وەزیری تەندروستی ئەو لیژنە باڵاەیەی پێکهێنا بەمەبەستی بە دواداچوون بۆ پێشێلکردنی مافی کارمەندانی تەندروستی لە کەرتی تایبەت، کە روبەرووی ژمارەیەک زۆر پێشێلکاری دەبنەوە لە دامەزراوە تەندروستیەکانی کەرتی تایبەت.
مانگی حوزەیرانی ئەمساڵ رێکخراوی ئاران راپۆرتیكی بنکۆڵکاری سەبارەت بە بارودۆخی ئیدارەدانی کەرتی تەندروستی لە هەرێمی کوردستان بڵاو کردەوە، کە بەشێک لە راپۆرتەکە تەرخان کرابوو بە ئەو پێشێلکاریانەی لە کەرتی تایبەتدا بەرامبەر کارمەندانی تەندروستی دەکرێت، کە بەپێی راپۆرتەکە ٧٩٪ کارمەندان پێشێلکاریان بەرامبەر دەکرێت، هەروەها کۆتایی مانگی تەمموزی ئەمساڵ، رێکخراوی ئاران لە شاری سلێمانی کۆنفراسێکی ئەنجامدا بە بەشداری بەرپرسانی وەزارەتی تەندروستی و سەندیکای کارمەندانی تەندروستی و بەرپرسانی تەندروستی سلێمانی و ژمارەیەک لەو کارمەندانەی پێشێلکاریان بەرامبەر کراوە، لە ئەنجامی زانیاریەکانی راپۆرتەکە و راسپاردەکانی کۆنفراسەکە وەزیری تەندروستی لیژنەیەکی باڵای پێکهێنا بۆ بەدواداچوون بۆ ئەو کێشەیە، رۆژی یەکشەممە رێکەوتی ٢٠ی ئەیلول لیژنەکە وەک هەنگاوی یەکەم لەگەڵ ژمارەیەک لە کارمەندانی کەرتی تایبەت لە دیوانی وەزارەت کۆبۆیەوە کە رێکخراوی ئاران ئامادەکاری کردبوو بۆ کۆبونەوەکە، بە وردی گوێ لەگرفت و کێشەی کارمەندەکان گیرا و بڕیاردرا لە رۆژانی داهاتوودا بە ئامادەبوونی سەندیکای کارمەندانی تەندروستی و رێکخراوی ئاران کۆبونەوەیەکی دیکەش ئەنجام بدرێت و دوای ئەوە راسپاردەی لیژنەکە بە کۆنووسێک بۆ وەزیری تەندروستی بەرز بکرێتەوە.
ئەندامانی لیژنەکە کە بریتی بوون لە بەڕێوەبەری دامەزراوەکانی کەرتی تایبەت، بەڕێوەبەری پەرستاری و بەڕێوەبەری کاروباری یاسایی لە دیوانی وەزارەتی تەندروستی، کارمەندانی تەندروستی کەرتی تایبەتیان دڵنیاکردەوە کە وەزارەت رێگە نادا لە دەرەوەی یاسا و رێنماییەکان مامەڵە لەگەڵ کارمەندانی تەندرستی بکرێت و مافیان پێشێل بکرێت، هەروەها ئاماژەیان بەوەدا کە وەزارەت بە هاوکاری سەندیکای کارمەندانی تەندروستی کوردستان هەموو هەوڵێک دەدات بۆ ئەوەی رێنمایی پێویست دەربکات کە دامەزراوەکانی کەرتی تایبەت پابەند بکات بەوەی پێشێلکاری بەرامبەر کارمەندانی تەندروستی ئەنجام نەدەن و بەپێی یاسا و رێنماییەکان مامەڵەیان لەگەڵدا بکەن.
On September 20, 2026, the ARAN Organization for the Promotion of Civil Culture, with the support of the National Endowment for Democracy, organized a meeting with a high-level committee of the Ministry of Health and a number of health workers in the private sector at the Ministry of Health's diwan in Erbil. This was after the Minister of Health, at the request of the ARAN organization, formed this high-level committee to follow up on violations of the rights of health workers in the private sector, who face a large number of violations in private health institutions.
In June of this year, the ARAN organization published an investigative report on the state of management of the health sector in the Kurdistan Region, part of which was devoted to violations against health workers in the private sector, according to which 79% of workers are subjected to violations. Also, at the end of July this year, the ARAN organization held a conference in Sulaymaniyah with the participation of officials of the Ministry of Health, the Health Workers Syndicate, Sulaymaniyah health officials, and a number of workers who have been subjected to violations. As a result of the information in the report and the recommendations of the conference, the Minister of Health formed a high-level committee to follow up on the problem. On Sunday, September 20, as a first step, the committee met with a number of private sector workers at the ministry's diwan, which the ARAN organization had prepared for the meeting. The complaints and problems of the workers were listened to carefully, and it was decided to hold another meeting in the coming days in the presence of the Health Workers Syndicate and the ARAN organization, after which the committee's recommendations will be submitted to the Minister of Health in a report.
The members of the committee, consisting of the director of private sector institutions, the director of nursing, and the director of legal affairs at the Ministry of Health's diwan, assured private sector health workers that the ministry will not allow health workers to be treated outside the law and regulations and their rights violated. They also pointed out that the ministry, in cooperation with the Kurdistan Health Workers Syndicate, will make every effort to issue necessary instructions that oblige private sector institutions not to commit violations against health workers and to treat them in accordance with the law and regulations.
