A Joint Call to Action



The United Nations World Health Organization issued a proposal to change the status of cannabis in the International Drug Treaties, and the FDA is providing the Public an opportunity to submit comments about the WHO recommendations to impose international manufacturing and distributing regulations for cannabis. Comments received are in consideration of preparing the United States positions on said proposals. Comments are due on or before March 15, 2019, the vote will be in in Vienna March 18-22 2019.

Changes As Follows:

-Cannabis and Cannabis resin (hashish) to be deleted from Schedule IV of the 1961 Convention

-Dronabinol (Delta-9-Tetrahydrocannbinol) to be added to Schedule I of 1961 Convention-To be deleted from Schedule II of 1971 Convention, subject to CND’s adoption of the recommendations to add Dronabinol and its Isomers (Delta-9-Tetrahydrocannabinol) to Schedule I of 1961 Convention



Tetrahydrocannabinol ( Isomers of Delta 9 Tetrahydrocannabinol) to be added to the Schedule I of 1961 Convention, subject to CND’s adoption to add dronabinol and its Isomers to (Delta 9) to schedule of 1961 Convention. -To be deleted from Schedule I 1971 Convention subject to CND’s adoption of recommendations to add tetrahydrocannabinol to Schedule I of 1961 Convention on Narcotic Drugs



-Extracts and Tinctures- To be deleted from Schedule I of 1961 Convention

-Cannabidol Preparations;

*to give effect to the recommendations of the 40th meeting of the ECDD that preperations considered to be pure cannabinol (CBD) should not be scheduled within the International Drug Control Conventions by adding a footnote to the entry for cannabis and cannabis resin in Schedule I of the 1961 Convention to read: “Preparations containing predominantly cannabinol and not more than 0.2% of Delta 9 Tetrahydrocannabinol are not under International control.

Preparations produced either by chemical synthesis, or as a preparation of cannabis that are compounded as pharmaceutical preparations, with one or more ingredient in such a way that Delta-9 cannot be recovered by readily available means or in a yield that would constitute a risk to public health; as well as any economical, social, legal, administrative, or other factors it considers relevant to the recommendations made by WHO regarding changes in the scope of control of cannabis and cannabis related substances under the 1971 Convention, namely;

Dronabinol-Delta 9- Tetrahydrocannabinol

Tetrahydrocannabinol (Isomers of Delta 9 Tetrahydrocannabinol) To be added to the Schedule I of the 1961 Convention, subject to CND’s adoption of the recommendation to adoption to add Dronabinol and its stereoisomers (Delta 9) to Schedule I of 1961 Convention.



Background:

1971 the U.S became party to the Convention on Psychotropic Substances (1971 Psychotropic Convention) Section 201 (d)(2)(b) of The Controlled Substances Act (21 U.S.C 811 (d)(2)(b) providing that the U.S is notified under Article 2 that the CND proposes to decide whether to add a drug, or other substance to one of the Schedules of the 1971 PC, transfer a drug, or substance from one schedule to another or to delete it from the Schedules.

The U.S Secretary of State must transmit notice of such information to the Secretary of Health and Human Services, who then must publish a summary of such info to the Federal Register, and to provide the opportunity for interested parties to submit comments. The Secretary of Health and Human Services must then evaluate the proposal and furnish recommendations to the Secretary of State that shall be binding on the representatives of the United States relating to the proposal.



To make sure that the U.S Department of Health and Human Services may in a timely fashion carry out the required action and responses to the United Nations. Late, untimely comments will not be considered

B.A.D. believes that by boycotting all dispensaries we are refusing to accept and participate in the unlawful takeover of any and all naturally grown plants and our natural rights as people and inhabitants of this planet.

By refusing to support dispensaries we are refusing to allow corporate entities to profit off of natural plant-based creations that belong to all of us yet have already been overtaken by said entities.

A plant is defined by the USPTO as a living thing of natural composition. This physical form is made possible by the genes the plant possesses. These genes reproduce in a way that allows the genes to transfer to daughter plants. One common mistake is when plants are submitted as new or novel while containing these genes. New technology has made the defense at this level a standard practice. Other mistakes happen when a plant is submitted for patenting that doesn't meet the qualifications.
