Trooper Moisses Arellano stopped 18-year-old Alisa Hackett of Osceola for speeding near Manila on Aug. 1.

Dashcam video obtained by the Arkansas Advocate shows Arellano throwing Hackett, who is Black, to the ground while trying to handcuff her and then punching her in the face.

In his report, Arellano wrote that he hit her because she would not roll over onto her stomach so he could cuff her.

“Turn around,” Arellano directed Hackett in the video. “I’ll punch you again if you don’t fu***ng turn around!”

This video is a clear example of why qualified immunity must end. This young girl was assaulted, violated and disrespected.

This corrupt police department didn't discipline this trooper or take away his pay, but they did support his actions😤
