Modesto,ca office, States, that since you can burn open fires and violate air quality rules, they will not enforce it if you dont own the property , so If your a non property owner The inspectors will not cite nor issue citations because there is no way to levi property when not paid, SO IF YOU Rare renter, or homeless your free to violate air quality freely, as confirmed by MArk, SAM, an d Chris from modesto,ca office , And stated they cant get ID of persons, , WOW if you speed or talk on a phone your cited and asked for ID , why are your inspectors profiling people, an d at same time send citations via mail to home woners that may have heat working in their home, and no contact made, I know first hand of three home owners that are fined without any proof
