On Tuesday, November 7, 2017, New Jersey voters will be asked to vote on “State Public Question 2: Constitutional Amendment Dedicating Moneys from State Environmental Contamination Cases”. Currently, amounts of money collected by the State for Natural Resource Damages (NRD) through settlements or awards can be used for ANY State purpose. If passed by New Jersey voters, the Constitutional Amendment Dedication Moneys from State Environmental Contamination Cases would ENSURE that money paid to the State for damage to natural resources would:
Be dedicated to repair, replace, or restore damaged natural resources, or to preserve the State’s natural resources. Be spent in an area as close as possible to the geographical area in which the damage occurred. For more information visit – njquestion2.com

According to Ballotpedia: The Star-Ledger said, "The amendment will create a lockbox for NRD money -- beyond the reach of the governor and the Legislature - and with an incoming president that is hostile to environmental preservation, it cannot come at a better time for New Jersey. As of today, it's the easiest decision voters will have next Election Day."[17]

If we don't protect these funds and put them in a lockbox, we're going to run the risk of having communities that have been affected continue to not be able to be used. So recreational fishermen, kayakers, aren't going to able to enjoy the waters, which is what makes New Jersey so great. We want to restore that.[7]
