“Whoever sows injustice reaps calamity…”

A fitting reminder for any manager who chooses witch hunts, intimidation and the targeting of staff over fairness, integrity and accountability.

Positions of power are temporary. Reputations are not.

The truth has a habit of surviving the people who try to bury it.

Dear Micheál Martin and All,

First I understand I as a person and the inexplicable retaliation for Whistleblowing (WB) has no relevance in Ireland.

Every door closed before even allowed to even slightly open.

I confirm that I am aware that the fallout I received for protecting patients involves so many way more important than I, a dedicated physician who just did my job, that any real significant independent investigation would be embarrassing to those involved in retaliation.

State retaliation:

First Charities (full access to media, 'endless pockets', narrative those exposed to risk were dying anyway)
HSE (afraid of charities, empower retaliation, bury risk report, constant punishment through inexplicable pay issues over two decades, commenced through Carter inquiry))
Media (while contracted to silence) wholly on side of Charity.
Government (actively choose to bury Risk to Life, Law Breaches, ignore requests for support)
I let everyone off with risk, NDA, (all promises to me reneged on, 'multiple procedural breaches' (Village article) Conroy left top of Google)
Spin/Communications Companies ('endless pockets', all but me, while I am gagged)
False/Corrupt Retaliatory investigations, Conroy allowed flourish
All perpetuators of Risk rewarded (over a million?) on corrupt Conroy report.
Irish Medical Council, IMC, Vendetta (no money to challenge, left hanging, medically incomprehensible flaws, but IMC are beyond challenge, unless you have endless pockets!)
Family Law (FL); (exact time of IMC, again result incomprehensible, homeless, left with full maintenance while dad free and given a decade longer of my pension than marriage)
Fallout of FL, today reaffirmed by Bank of Ireland, I do not 'fit' into requirement for the Family Home process.
Cost to me (circa quarter of a million Legal fees, as including my own Union decide I am not worthy of support)
All Doctors on Charity Board, plus their supporters non-stop ability to speak, why, as I am silenced?
False projection that WB was irrelevant, yet remaining life in Palliative beyond precious.
Mental Health in my role, irrelevant. Sick Leave for severe Post-Traumatic Stress Disorder (PTSD) while reading data through freedom of information, ignored, no support given, but after 3 months off, zero pay Christmas week. Letter from expert to HSE, in 2004 begging to stop Media attack or this 'will be detrimental to DW's mental health', altered to 'may be detrimental' by HSE. Private and Confidential meeting before Carter report out, letter from person NOT at meeting with High Court threat on meeting P/C comments. A health service that leaves and partakes in an employee exposed to severe PTSD and also, as below quote: 'refuses to notice'.
Police try to help after su***de prevention callout; but Corporate Law means I have to 'Name' a person, therefore no progression on alleged criminal harassment from false public narrative constant in media and google to this day)
Attempt complaint to the Public Accounts Committee (PAC) on ethics breaches from all here outlined, again Law requires I name a 'Person', thereby, I halt.
Votes: Huge votes from fundraisers, not from the dying. (I refuse to harness support from the Bereaved)
Medical Colleagues huge support, but extremely busy and do not know what to do.
Classic reaction when state retaliation continues with zero redress, 'it is you, it is only you'.

Quote from 'Whistleblownout' The Village (Editor, M Smith):

"The scandal is that nothing has changed. The HSE never reopened the governance failures the Carter inquiry exposed. The Department of Health never corrected the public record. The media never revisited the story it helped distort. The individuals responsible for breaches of Law and safety advanced in their careers; Waldron remained outside the circle, unrehabilitated. As to the politics, no minister or senior HSE figure has ever been questioned about the hospice governance failures or the subsequent retaliation. Micheal Martin (Health Minister at the time) was briefed on the confirmed drug-handling breaches but did nothing....

Two decades on, she stands as the emblem of a deeper dysfunction: a healthcare system that punished one who protected patients and a state that confused silence with resolution....

Ireland did not destroy Dympna Waldron twice - ...it destroyed her once and then refused to notice.

Until it does, the lesson of her case remains unlearned."

My clear view on the actual 'Cover-up', it was simply too shocking to be allowed to be properly exposed to the Public, therefore, I had to be shut-up, but at this enormous cost?

I again sincerely ask, how do any of you reassure the Public that other doctors or indeed any healthcare workers, will report on risk?

You have to acknowledge that witnessing retaliation on me for acting to 'Protect Patients' ended with career-ruin as well as elimination of any quality of life?

At this point, I am aware, my cries for help will as usual be ignored.

I apologise for wasting your time,

Sincerely,

Prof Dympna Waldron MD, FRCPI.
Palliative Medicine.

More and more whistleblowers in Ireland are speaking out about how they are treated once they raise concerns, and the pattern is deeply troubling. Instead of being protected, many describe being isolated, discredited, subjected to internal investigations, or pushed out of their roles. There is a growing perception that the very systems designed to ensure accountability are being used to suppress it.

The Health Service Executive (HSE), alongside government departments and regulatory bodies, has faced repeated criticism over how whistleblower complaints are handled. Rather than transparent, independent processes, some whistleblowers report what feels like coordinated efforts to undermine their credibility and damage their careers. The imbalance of power between an individual clinician and a state-backed institution can be overwhelming.

Concerns have also been raised about the role of professional regulators such as the Irish Medical Council (IMC) and the Nursing and Midwifery Board of Ireland (NMBI). These bodies are tasked with protecting the public and upholding professional standards, yet whistleblowers sometimes feel that complaints processes can be weaponised against them, turning the spotlight onto the messenger rather than the issue they exposed. Even the threat of referral to a regulator can have a chilling effect.

When those who raise patient safety concerns are met with hostility, career damage, or regulatory scrutiny, it sends a powerful message to others: stay quiet. That culture of fear does not protect patients, staff, or the integrity of the health system. If whistleblowing mechanisms exist in law but fail in practice, serious questions must be asked about accountability, transparency, and whether oversight structures are truly independent of the institutions they are meant to scrutinise!!

The Irish Times reports on a case that was settled in the HighCourt yesterday

Avril O Brian was severely injured at birth in 1979.and now needs ongoing care
Her mother was left till she was 42 weeks before a sece was done

The case was against the management of the Coombe but the hospital denied all the claims.
However the family were happy with the dum of 6.25 million.for Avril care who is now 48 years old.

.

The Irish Times reports that a 48 year old woman with cerebral palsy has settled a High Court action against the Coombe Women and Infants University Hospital arising from the management of her birth in 1978.

Avril O’Brien, from Kildangan, Co Kildare, who has spastic diplegia, uses a wheelchair and requires ongoing care, secured an interim settlement of €6.25 million following mediation. The settlement was reached without any admission of liability and is believed to relate to what is thought to be the oldest birth injury negligence case ever brought before the Irish courts.

The case centred on allegations that the Coombe Hospital failed to properly manage her mother’s pregnancy when she went significantly beyond her due date. It was claimed that Mrs O’Brien was initially admitted for induction of labour at around 10 days overdue and later returned at 15 days overdue for a second induction. The family alleged that a Caesarean section should have been carried out earlier and that the mother was not adequately advised of the risks associated with allowing the pregnancy to continue beyond 42 weeks. The hospital denied all claims.

Counsel for Ms O’Brien told the court that the €6.25 million settlement represented five eighths of the full value of the claim. The award is intended to cover her care needs for the next 12 years, after which the case will return to court for a further assessment of future care requirements.

Speaking outside court, Avril O’Brien’s father, Paddy O’Brien, said the family felt overwhelmed by the outcome and relieved to know that her lifelong care needs would now be provided for after decades of fighting for services.

Approving the settlement, Mr Justice Paul Coffey said he was pleased that the case had been resolved to the satisfaction of the O’Brien family.

On my father’s deathbed, he said one word “Revenge.”

At the time, we were told his death was due to natural causes heart failure, and that was reflected in the original inquest outcome. But we would not accept that.

I spent years investigating my father’s case, reviewing records, obtaining expert opinions, and asking questions.

That journey ultimately led to what I understand was Ireland’s first historic second inquest of its kind, where the original conclusion was overturned and replaced with a verdict of medical misadventure.

The case has since involved engagement with An Garda Síochána, submissions to the DPP, and representations seeking further government review and a non statutory inquiry.

After everything, I decided to write a book.

"His Last Word Was Revenge"

This is a true story from Limerick about family, loss, determination, and a pursuit of answers.

That journey also led me to establish Medical Records Research Ireland in 2025. Today, I work with families by reviewing medical records, helping identify potential areas of concern, and helping point them toward the appropriate independent experts for further opinion. I currently have 13 active clients.

If you would like a copy of the book, please send me a PM or Revolut .
