On behalf of the Management and staff of the Borno State Contributory Healthcare Management Agency (BOSCHMA), we extend our heartfelt condolences to the Management and staff of the Bauchi State Contributory Healthcare Management Agency (BASHCMA), as well as the family of its Executive Secretary, Alh. This devastating tragedy is an immeasurable loss to his family, the healthcare sector, and Bauchi State at large. The passing of a distinguished healthcare leader alongside his beloved children is deeply heartbreaking, and our thoughts and prayers are with all those affected by this irreparable loss.

At this difficult moment, we pray that Almighty Allah (SWT) forgives their shortcomings, grants Alh. Borno CJ, BOSCHMA ES win presidency's GovTech Trailblazer awards

Justice Kashim Zannah, Chief Judge of Borno State, and Dr. Saleh Abba Kaza, Executive Secretary of the Borno State Contributory Healthcare Management Agency (BOSCHMA), have received the Distinguished GovTech Trailblazer Awards 2026.

The awards were presented by the presidency through the Bureau of Public Service Reforms (BPSR) in recognition of their contributions to digital innovation and institutional transformation.

The ceremony followed a technical session at the State House Auditorium, Presidential Villa, Abuja.

Representatives of the European Union, Finland, Denmark, Norway, Estonia and Nigerian government institutions discussed strategies for strengthening digital public infrastructure at the session.

Dasuki Ibrahim Arabi, Director-General of BPSR, said the awards celebrated innovation and excellence in public service.

'Today, we celebrate innovation and excellence in public service,' he said.

'I urge us to remain steadfast as we continue to harness the power of emerging technologies to create a brighter future for our communities and Nigeria at large.'

Dr. Saleh, who also received an award on behalf of BOSCHMA as the Best State Ministry, Department or Agency in Digital Health Service Delivery, attributed the recognition to teamwork and the support of Governor Babagana Umara Zulum.

'It was never a one-man job; it was the collective effort of the team, and we all got our inspiration from the governor,' he said.

He said he had prioritized the digitalization of the agency's operations, including the enrollment of healthcare units and management of accredited facilities.

Justice Zannah, who spoke on behalf of the recipients, said the recognition was meaningful because the Borno State Judiciary was also recognized for its electronic court system.

Other recipients included Dikko Radda of Katsina State, Dauda Lawal of Zamfara State and Hyacinth Alia of Benue State.

Mr. Arabi said the annual international GovTech Conference was designed to accelerate digital transformation in governance and support the Tinubu administration's Renewed Hope Agenda.

Gov. Zulum’s Formal Sector Health Contributory Scheme Yields Results as BOSCHMA Serves Nearly 5,000 Civil Servants in Third Quarter

The Borno State Government’s formal-sector contributory healthcare scheme is recording encouraging results, with approximately 5,000 civil servants accessing medical services during the third quarter of 2026.

The progress was highlighted at the Third Quarter 2026 Performance Review Meeting of the Borno State Contributory Healthcare Management Agency (BOSCHMA), held in Maiduguri on Saturday, 10 October 2026. The meeting reviewed the scheme’s performance and recognised outstanding healthcare professionals and facilities.

The initiative, championed by Governor Babagana Umara Zulum, operates through a contributory financing arrangement in which civil servants contribute 3.5 per cent of their salaries, complemented by the state government’s 6.5 per cent contribution, bringing the total to 10 per cent.

Speaking at the meeting, BOSCHMA Executive Secretary, Dr. Saleh Abba Kaza, disclosed that about 30 per cent of the enrollees had visited healthcare facilities more than twice, with feedback indicating satisfaction with the services received.

He attributed the achievements to BOSCHMA’s healthcare financing administration and the support of the Ministry of Health, Hospital Management Board and Drug Management Agency, describing their collaboration as instrumental to the scheme’s progress. He also highlighted interventions including financial support to participating facilities, electronic health records, improved power supply and measures to ensure the availability of essential medicines.

Dr. Kaza explained that the awards programme was introduced to encourage healthy competition among participating facilities and healthcare professionals, motivate excellence and ultimately improve service delivery to enrollees.

Performance presentations by the Director of Quality Assurance, Dr. Inna M. Alimi, and the Head of ICT, Mustapha Mohammed, highlighted facility performance and the benefits accruing to enrollees since the scheme commenced in January 2026.

State Specialist Hospital, Maiduguri, emerged as Best Hospital, while other awards recognised outstanding performance in medical practice, nursing, laboratory services, reception and ambassadorship.

The Executive Secretary urged enrollees to continue supporting the scheme by utilising the services provided and sharing feedback to help BOSCHMA serve them better. He encouraged them to appreciate the Borno State Government’s efforts under Governor Zulum to strengthen healthcare delivery as part of the administration’s broader recovery and development agenda.

The progress recorded so far reflects the government’s commitment to improving access to affordable healthcare for civil servants, with BOSCHMA and its partner institutions working together to translate the policy into tangible benefits for beneficiaries.
