While improved access to water is important for communities in Gilgit-Baltistan, to***co-industry CSR initiatives should be viewed in the context of their wider public-health impact. Projects such as water tanks can help build goodwill and strengthen a to***co company’s social image, even though to***co use continues to cause substantial preventable disease and death. Under the principles of WHO FCTC Article 5.3, governments and public institutions should remain cautious about partnerships that may enhance the reputation or influence of the to***co industry. Essential community services such as clean water should ideally be supported through independent public and development institutions rather than used as a platform for to***co-industry image building.
