SB841 Prescription Access and Affordability Act
Summary: As introduced, SB841 ensures State oversight of PBMs by prohibiting deceptive consumer practices and anti-competitive tactics against independent pharmacies. It also provides for patient access to a pharmacy of their choice. Oversight of PBMs is handled through the Oklahoma Insurance Commissioner's Office. The bill establishes an Advisory Council of professionals with an expertise in pharmacy benefit management to provide recommendations to the Insurance Commission related to complaints filed. The legislation also provides penalties for violation of the law.
• This legislation would improve patient access to the pharmacy of their choice especially in rural areas.
• This legislation prevents a PBM from reimbursing a pharmacy one price for a drug while billing the plan sponsor for a higher amount.
• This legislation would prevent PBMs from clawing back reimbursements after the sales transaction has taken place with no justification provided.
• This legislation prevents gag clauses in pharmacy contracts that prevent a pharmacy from telling a patient how they can pay less for their prescriptions.
• This legislation prevents a PBM from paying a PBM owned pharmacy more than they would pay an independent pharmacy for the exact same drug.
• This legislation prevents PBMs from providing deceptive communications to a patient implying that they must use a PBM owned pharmacy or PBM owned mail order in order to steer business back to themselves.
• This legislation gives PBM oversight to the Insurance Commissioner so that the state can ensure that PBMs are not using abusive tactics that drive the price of medications up for patients.
• This legislation is free market, provides transparency, keeps money in Oklahoma, helps the patient save on the price of their prescription drugs and provides patient access to the pharmacy of their choice particularly in rural areas.
• This legislation prevents PBMs from wielding their power to increase their profits at the expense of patients in Oklahoma.

Please be aware.
We have seen a number of RSV cases in the pediatric population recently.
Please do your best to protect your babies and others from this illness!
The most important thing, stay home when sick!
Information from the CDC:
Symptoms of RSV infection usually include: Runny nose, Decrease in appetite, Coughing, Sneezing, Fever, Wheezing
These symptoms usually appear in stages and not all at once. In very young infants with RSV, the only symptoms may be irritability, decreased activity, and breathing difficulties.
RSV can also cause more severe infections such as bronchiolitis, an inflammation of the small airways in the lung, and pneumonia, an infection of the lungs. It is the most common cause of bronchiolitis and pneumonia in children younger than 1 year of age.
Almost all children will have had an RSV infection by their second birthday. People infected with RSV usually show symptoms within 4 to 6 days after getting infected.
Most RSV infections go away on their own in a week or two. You can manage fever and pain with over-the-counter fever reducers and pain relievers, such as acetaminophen or ibuprofen. Talk to your healthcare provider before giving your child nonprescription cold medicines, since some medicines contain ingredients that are not recommended for children. It is important for people with RSV infection to drink enough fluids to prevent dehydration (loss of body fluids).
Healthy infants and adults infected with RSV do not usually need to be hospitalized. But some people with RSV infection, especially infants younger than 6 months of age and older adults, may need to be hospitalized if they are having trouble breathing or are dehydrated. In most of these cases, hospitalization only lasts a few days.
Visits to a healthcare provider for an RSV infection are very common. During such visits, the healthcare provider will evaluate how severe the person’s RSV infection is to determine if the patient should be hospitalized. In the most severe cases, a person may require additional oxygen or intubation (have a breathing tube inserted through the mouth and down to the airway) with mechanical ventilation (a machine to help a person breathe).
There is no specific treatment for RSV infection, though researchers are working to develop vaccines and antivirals (medicines that fight viruses).
