Chicago City Colleges part-time adjunct instructors and part-time librarians will begin negotiating a new contract with College leadership on Thursday, February 22, at Malcolm X College, located at 1900 West Jackson Street. The start of negotiations caps a four-month long planning process by the union bargaining team, which is made up of active part-time faculty and librarians.
The union is seeking fair and equitable adjustments in wages, working conditions, and other significant improvements. The CCCLOC contract covers all part-time instructors and librarians, who teach the same liberal arts, STEM, and vocational certification classes and programs as full-time professors.
“The folks in our bargaining unit are committed to negotiating a fair contract” said CCCLOC president (and part-time fine arts instructor) Randy Miller. “We love our students, and we love our work and our colleges. When we’re treated fairly by our Colleges, then so are our students.” Union vice-president Timijanel Boyd Odom (part-time business instructor) noted that “So many of us helped think through and develop our proposals. It’s a remarkable, inspiring effort by our entire membership.” The union has proposed a negotiating schedule in which meeting locations will rotate among three of the many City Colleges locations: Malcolm X College, Dawson Technical Institute, and Harold Washington College.
Negotiations begin at a time when enrollments at Chicago City Colleges’ five campuses and other locations have increased to nearly 60,000 students, making it one of the largest, most affordable, most accessible, and most diverse community college systems in the city, and in the greater Chicago region.

The City Colleges Contingent Labor Organizing Committee (CCCLOC – “Clock” for short) represents nearly 1,000 part-time instructors and part-time librarians at all Chicago City Colleges campuses and extensions. Founded in 1995, it is the largest Illinois Education Association (IEA) union local in the City of Chicago. Clock members instruct the majority of credit hours, and have more face time with students, than any other City Colleges faculty group. Clock members carry the same academic credentials, and vocational certifications, as the College’s full-time faculty, and instruct the same classes that our full-time colleagues teach. Clock ratified its fifth contract in 2021, which expires in June of 2024.
The more than 130,000 IEA union members in Illinois affiliate with the National Education Association (NEA), the largest labor union in the United States with approximately 4 million members.
