Effective October 19, 2026, the Pennsylvania Attorney General will strictly enforce Act 57. Under this legislation, a mandatory Electronic Ni****ne Delivery Systems (ENDS) Directory goes into active effect. There will be no extensions to this enforcement deadline.

What Products Become Illegal Contraband Starting October 19, 2026?
Any ni****ne products in bottled e-liquid or disposable format that contains ni****ne, to***co-free ni****ne (TFN), or Synthetic Ni****ne and are not listed on the official Ni****ne ENDS Directory on the Pennsylvania Attorney General's website will be deemed illegal contraband within the state of Pennsylvania on October 19th, 2026. Possession, distribution, or sale of unregistered ni****ne products after this date will face immediate regulatory and legal penalties. It seems that the AG will not be postponing enforcement and intends to begin enforcement on Oct 19th.

The ENDS Directory isn't fixed; there will be additions and potential removals in the future. Currently the path forward is paved in Non-Ni****ne Alternatives such as Nixodine and Metatine. These products are not covered under PA ACT 57 or FDA PMTAs. These products do not contain Ni****ne from any source; they do however provide Adult V***r Users with an alternative to traditional ni****ne-containing v***r products that deliver a similar experience. Nixodine and Metatine products will remain available for sale now and beyond October 19th.

A new Pennsylvania law called Act 57 goes into full enforcement next month on October 19, 2026. This law establishes a strict state-run electronic ni****ne delivery system (ENDS) registry. Because almost every popular disposable v**e brand (like Elf Bar, Lost Mary, Foger, Raz, etc.) lacks federal FDA authorization, they cannot legally be placed on this state registry. As a result, the vast majority of disposable v**es will become illegal contraband overnight and start disappearing. Under Act 57, out-of-state online retailers are legally prohibited from shipping any unlisted, unregistered va**ng products directly to Pennsylvania residential addresses as well, so these devices will also no longer be available for purchase online. This state ban works in tandem with the federal PACT Act, meaning major commercial delivery carriers like UPS and FedEx completely refuse to transport residential v**e shipments to avoid massive compliance and tax penalties
