Effective regulation is not about doing more or less. It is about doing what is right for the level of risk.

Right-touch regulation means matching the regulatory response to the level of risk.

In this video, we explore how understanding the problem, assessing the risk and choosing a proportionate, consistent and targeted response can protect people without creating avoidable burdens.

“Action should have been taken on the basis of concern or suspicion alone, rather than waiting for definitive proof.”
Thirlwall Inquiry, 2026

PSA’s Director of Policy and Communications, Melanie Venables, recently co-chaired and spoke at the Westminster Health Forum conference on the future of professional regulation.

Melanie argued that regulation needs to move upstream, using concerns and other information to identify risks earlier rather than waiting for problems to escalate.

A shared understanding of risk, with clear responsibility for coordinating action, can help the system spot risks earlier, act together and learn faster.

When is regulation the right response to risk?

Too little regulation can leave people exposed to harm. Too much can use resources unnecessarily and hinder innovation.

This week's Right-touch regulation hot topic post is a video explaining how this framework helps strike the right balance, from assessing the risk and considering local solutions, to ensuring regulation remains proportionate and is reviewed when circumstances change.

We welcome the UK Government’s consultation on how high-risk cosmetic procedures should be regulated in England.

We have been calling for stronger safeguards for many years and will examine the proposals for England carefully. We also want to see effective safeguards across all four countries of the UK.

In the meantime, people can take steps to protect themselves by checking their practitioner is on a government-backed register before booking a treatment.

After almost six years as Chair of the PSA, Caroline Corby will be stepping down from our Board on 31 December 2026. Caroline has been appointed as the new Chair of the Solicitors Regulation Authority and will shortly be taking up this new role.

During her tenure at the PSA, Caroline has overseen:

✔️Numerous improvements in the PSA’s oversight functions, including the introduction of new standards for regulators and Accredited Registers from July 2026.
✔️The growth and development of the Accredited Registers programme.
✔️Greater engagement with stakeholders across all four countries of the UK.
✔️Key publications focused on improving the impact of regulation, such as Safer care for all (2022) and Right-touch regulation (2025).

Caroline leaves the organisation in a very strong position to continue its important mandate of protecting the public.
